Employment Services Elgin is seeking a driven, resourceful Job Developer to develop employer relationships, create employment opportunities and connect clients with meaningful, sustainable work.

This is an active, employer-facing role. You will spend significant time building new employer relationships, uncovering advertised and hidden opportunities, matching candidates to business needs, and supporting successful employment outcomes.

What You’ll Do

Employer Engagement & Business Development

  • Proactively identify, contact and meet with employers throughout St. Thomas and Elgin County through cold outreach, networking, community events and in-person visits.
  • Build and maintain strong, long-term employer relationships by understanding their hiring needs and workforce challenges.
  • Market Employment Services Elgin and confidently advocate for clients by highlighting their skills, strengths and potential.
  • Generate employment opportunities, including positions that may not yet be advertised, and maintain an active employer pipeline.
  • Support employers with candidate matching, screening, onboarding, workplace problem-solving and available incentives.
  • Negotiate and monitor placement and training agreements in accordance with program requirements.

Job Matching, Placement & Retention

  • Work closely with Employment Specialists to understand client goals, strengths, experience, readiness and support needs.
  • Match clients to realistic employment opportunities while considering skills, workplace culture, transportation, barriers and potential for growth.
  • Prepare clients for employer contact and interviews and reinforce workplace expectations.
  • Provide coaching and follow-up to both clients and employers to address concerns early and support successful, sustainable employment.
  • Identify skill gaps and coordinate appropriate retention or workplace supports.

Accountability & Teamwork

  • Accurately track employer contacts, opportunities, referrals, placements, follow-up and outcomes in required systems.
  • Complete agreements, monitoring and program documentation accurately and on time.
  • Represent Employment Services Elgin professionally with employers, clients, community partners and the public.

Qualifications

What We’re Looking For

You may come from employment services, recruitment, staffing, sales, business development, human resources or community services. What matters most is your ability to build relationships, initiate conversations, create opportunities and follow through.

  • Experience in employer outreach, recruitment, sales, business development, job development or a related field.
  • A proactive, results-oriented approach and confidence making cold calls, conducting employer visits and asking employers for opportunities.
  • Strong relationship-building, communication, negotiation and presentation skills.
  • Ability to balance employer needs with client strengths, goals and readiness.
  • Strong organization and attention to detail.
  • Post-secondary education in social services, business, career development or a related field, or an equivalent combination of education and experience.
  • Knowledge of the St. Thomas–Elgin labour market is an asset.
  • Career Development Practitioner certification is an asset.
  • Valid driver’s licence and reliable access to a vehicle required due to regular local travel.
  • Ability to provide a satisfactory Vulnerable Sector Screening.
