POSITION SUMMARY:

The YWCA Settlement Manager is responsible for the development, coordination, and management of the YWCA Settlement Services Program including settlement service programs funded by Immigration Refugees Citizenship Canada (IRCC) and provincial funding through Ministry of Labour, Immigration, Training, and Skills Development.

The Manager develops and manages the procedures, promotion, delivery, reporting, and evaluation of these programs. The human resource management responsibilities include the recruitment, hiring, training, assessing and supporting staff, and addressing human resource issues.  They supervise multiple Settlement Workers and English Language Training Staff. With the support of staff, they recruit and oversee program volunteers.

They will build and maintain collaborative relationships with funders, community partners, and regional planning networks. As the primary contact for the Settlement Services program, their position is crucial to the YWCA and community, ensuring newcomers build relationships with residents, services, and organizations that support their settlement in the community.

WORKING CONDITIONS:

  • Monday-Friday (business hours), In-person work environment.
  • Evenings/weekends may be required on occasion for group activities, YWCA, or community events, on occasion, time off in lieu of overtime.

Job Type: Full-time

Pay: $29.00-$30.20 per hour based on experience

Expected hours: 40 hours per week

MAJOR RESPONSIBILITIES:

Business Planning: Program Development, Implementation, Monitoring and Reporting:

  • Annually plan, develop processes, implement, monitor, and review outcomes for provincial and federally funded Newcomer Settlement Services in St. Thomas and sites for English Language classes.
  • Provide direction, guidance, and supervision to staff with the implementation and delivery of services.
  • Collect and safeguard confidential client information on multiple databases and oversee these processes with staff.
  • Assemble data and create various reports to funders on multiple databases.
  • Adjust programs in a timely manner based on needs, gaps, and outcomes of evaluation.
  • With the Director, research and prepare detailed proposals to various funders in support of community needs.

Human Resources Management:

  • Recruit, hire, and train staff.
  • Monitor Staff Performance and address any disciplinary issues in consultation with the Director.
  • Develop processes and oversee the volunteers’ recruitment and monitoring.
  • Research, recommend and organize professional staff development sessions to ensure services reflect clients and follow federal and provincial policies.

Outreach:

  • Develop and maintain service delivery partnerships with other providers in support of program activities.
  • Promote public awareness by participating in meetings, community events, and networks.

Financial Management:

  • Manage and track program costs including capital items, professional development, travel, supplies, and interpretation/translation.

Qualifications

 

PREFERRED QUALIFICATIONS:

Education:

  • Post-Secondary Education in Sociology, Political Science, or Social Work with a focus on Settlement Services, International Studies, and Migration.

Experience:

  • 3+ years’ experience in a management role in an organization or community-based not-for-profit environment including Program Development, Human Resources, Financial Reporting, Monitoring and Evaluation, and Proposal and Funding Applications.

Knowledge/Skill/Ability:

  • Knowledge of the St Thomas-Elgin community and available resources.
  • Able to develop programming and outreach opportunities using an intersectional lens.
  • Understand the immigration processes and keep current on provincial and federal changes and trends.
  • Problem solving and decision-making skills.
  • Able to collaborate with internal and external staff, partners, planning tables to build the capacity of the programs and community.
  • Fluency in multiple languages is considered an asset.
  • Social media and marketing considered an asset.
